Voter ID in Missouri, redux

Speaking of people who don't get the concept of a constitution, Alex Koppelman asserts that "Missouri legislators are reportedly expected to support a proposed constitutional amendment that, if passed, would mean state residents would have to show proof of citizenship when they go to vote." The only reasonable way to read that statement is at face value: as an assertion that Missouri is considering a constitutional amendment requiring state residents to show proof of citizenship. The Missouri amendment provides no such thing, however. As we noted here, the Missouri amendment would permit the legislature to require by law, or not, at its discretion, proof of citizenship before voting (the amendment provides that "[a]ny person who seeks to vote in a public election may be required by law to establish his or her qualifications as a United States citizen lawfully residing in this state by providing a form of identification to election officials" (emphasis added)).
