The "commercial" was made by a wannabe indie filmmaker. For some real laughs read the "More ABout This Movie" page, which contains such laugh-out-loud gems as: The Bush administration has been more interested in promoting AIDS treatment in Africa (for the benefit of American pharmaceutical companies) than in assisting American citizens who have AIDS. The administration has also withheld money from organizations in Africa that distribute condoms in attempts to control the spread of HIV/AIDS.
Let's leave the really GLARING inconsistency alone for now...
Someone do explain to me how supplying free AIDS drugs purchased by us below cost for use in Africa is making drug companies rich--they do that selling drugs to us way ABOVE cost. And the Bush admin has done enormously more to effectively distribute condoms in Africa in ways that work to prevent AIDS than the Clinton admin ever did. What makes lefty heads all asplody is that the $18 billion spent in the last 7 years in African anti-AIDS programs from the US comes with strings attached--it must be used to promote ABC* campaigns, and (the real kickers) the US does not fund groups that promote abortion (which means that Planned Parenthood in Africa and certain UN agencies don't get any of that pot of money), and also requires countries receiving the aid to condemn prostitution and take steps against human trafficking.
(That latter is part of the anti-human-trafficking provisions added by Congress through bi-partisan efforts [Biden, Schumer, Brownback, Coburn] and has nothing to do with the Bush admin. The admin did not put the trafficking strings on that funding, Congress did, and Congress maintains the restriction in its ongoing funding renewals.)
Now, while one might quite honestly disagree with the "Mexico City Rule" that does not allow taxpayer funding of abortions through international aid programs, it does have a completely rational basis (previous UN & NGO funding of forced abortions in some nations using American aid money) and the way the funding is applied (through directed block grants to NGO's and UN agencies) does not allow us to direct the actions of those agencies, only to fund them or not. They are not under US government control, and once they have the funding can use it offset other spending and thereby boost their abortion funding--money is fungible. We can either fund an agency or not, and if they provide abortions we do not fund them. Which means they don't get in on the US-government-paid free condoms either as part of that particular program. They have to find other ways to get them.
The US gov't still remains the largest supplier of "free" condoms to Africa. There is nothing stopping African governments or UN/NGO's from using other foreign aid money to purchase and distribute condoms--and they do. Nor is there anything stopping other nations from filling in that gap on their own--but somehow WE are supposed to be responsible for the entire burden. US condom manufacturers still supply millions of free condoms to Africa all on their own. But the particular US aid program that supplies those "free" (taxpayer-purchased) condoms comes with strings attached, and if you don't want to accept the strings, you don't get the money OR the condoms, and that's what annoys the lefties. They hate the strings.
