Added: I had thought that the quote alluded to by the title of this post was so stupendously famous that people would know it just from the first half. It's from Ronald Reagan, who said that "the nine most terrifying words in the English language are 'I'm from the government and I'm here to help.'"

Paine did say that government, even in its best state, was
a necessary evil, and in its worst, an intolerable one. We need government, but it can be a real drag sometimes (an understatement, I know).
